The Board
Win Rampen
Chairman
Professor Win Rampen holds the Chair of Energy Storage at the University of Edinburgh.
He completed his Ph.D. under Stephen Salter in 1993 and went on to found a very successful company, Artemis Intelligent Power, with Stephen in 1994. Artemis was acquired by Mitsubishi in 2010.
Win collaborated with Stephen Salter for over 40 years. Working with him on various projects, including, most recently, the development of the Lothian School of Technology. Win has been working to help solve the challenge of sub-micron spray production which is pivotal to the success of Marine Cloud Brightening.
Win was appointed Chairman of Ocean Cooling Technology in April 2024 to provide the intellectual leadership both to honour Stephen’s vision of Marine Cloud Brightening and to help it become a reality.
Professor Rampen is also the founder and technical director of Synchrostor an engineering R&D business developing a cost-effective grid-scale
Morag Donaldson
Director
Dr Morag Donaldson was appointed as a Director of Ocean Cooling Technology in February 2022 by Professor Stephen Salter (her uncle). Through discussions with Stephen about Marine Cloud Brightening, Morag has developed a broad understanding of his innovative project. As well as being inspired by Stephen’s vision, Morag has leadership experience, relevant to engaging with the complex issues involving climate engineering.
Morag is an academic chartered Psychologist with over 40 years experience of research, teaching and academic leadership at the University of Edinburgh. Much of her research has involved collaboration amongst academics and practitioners from different disciplines. As a result, she has become skilled at communicating with and learning from people with varying disciplines.
Morag’s leadership roles in the University of Edinburgh have included being Head of Psychology and Dean of Undergraduate Studies for the College of Humanities, Arts and Social Sciences the largest of the University’s Colleges and contributed to strategic developments at University level. This included playing a leading role in designing and introducing an interdisciplinary MA degree programme in Sustainable Development.
Simon Dormer
Director
Simon Dormer brings commercial acumen to Ocean Cooling Technology
having worked in the renewables and property sectors over the last 30
years. Simon’s background is in surveying and is a founding Director of a
renewable energy generating company in Scotland. He is also a Director
and Board Member of a number of property and consultancy companies.
He has broad experience in raising finance in the commercial sector and
currently consultants on a range of projects in the UK, Europe and
Australasia.
Simon is a Member of the Royal Institution of Chartered Surveyors and
holds a Degree in Estate Management from Heriot Watt University,
Edinburgh.
Richard Dietrich
Managing Director
Educated in South Africa in Business and Economics; Richard spent his working life in the UK in leadership roles. He spent 15 years running Praxis Management, a consultancy specialising in Leadership Development, CEO coaching and performance management. Praxis clients came equally from all sectors of the economy.
Richard first collaborated with Stephen Salter in 1997 and more recently during the pandemic when, on request Stephen produced three ideas for a venerator within as many hours. Twenty years ago Richard refrained from getting involved with MCB, but with the failure of leadership to decarbonise he is coming out of retirement to help move Ocean Cooling Technology forward.

Educated in South Africa in Business and Economics; Richard spent his working life in the UK in leadership roles. He spent 15 years running Praxis Management, a consultancy specialising in Leadership Development, CEO coaching and performance management. Praxis clients came equally from all sectors of the economy.

Alexandra Price
Head of Research
A systems engineer, experimental hydrodynamicist, and science communicator. She specialised in the control of wave energy converters, working in industry and academia on design and implementation of experimental trials. She studied at the University of Edinburgh, where Salter was her lecturer and mentor, and acted as a friendly critic of his work on marine cloud brightening. While helping Salter to archive his work on wave power, she was finally convinced of the necessity of MCB.
Olivia Meunier
Research Engineer
A mechanical engineering graduate from the University of Edinburgh. She joined Ocean Cooling in January for her BEng Thesis which involved the design and build of a rig for testing MCB spray nozzles. She worked closely with Stephen for the first few weeks of the project before he passed away. She is now continuing on the work from her Thesis and is eager to contribute to such a meaningful and impactful project.
